Creation of 12 Integrated Leisure Centers (ILC) in regional hubs across Côte d'Ivoire to address geographic inequalities in leisure services. Each center offers modern, secure and inclusive infrastructure: amusement parks, sports, cultural, digital and catering spaces. High-impact structural project aligned with the "Excellence in Côte d'Ivoire" strategy and the NDP 2026-2030.

📋 Description du projet

Each Integrated Leisure Center (ILC) is designed as a versatile space structured around:

1. MAJOR INFRASTRUCTURE
Amusement and attraction parks. Children's playgrounds. Sports areas (fitness, maracanã football, multisports). Traditional Ivorian game areas. Digital leisure spaces (video games, virtual reality). Cultural spaces (stage, performances). Green spaces and relaxation areas.

2. SUPPORT SERVICES
Catering and commercial spaces. Event venues. Vocational training centers for the leisure industry. Security services and first aid.

3. GEOGRAPHIC COVERAGE
12 regional centers covering the entire national territory.

4. IMPLEMENTATION CYCLE
Technical studies: 6 to 12 months. Construction: 18 to 24 months. Full deployment: 3 to 5 years.

5. EXPECTED RESULTS
12 operational centers. Over 500,000 beneficiaries per year. Thousands of direct and indirect jobs created. Improved social well-being and strengthened national cohesion. Activation of regional local economies.

💡 Concept & Valeur ajoutée

Faced with the excessive concentration of leisure offerings in the Abidjan metropolitan area, the ILC project aims to democratize access to structured leisure across the entire national territory. By equipping 12 regional centers with modern and versatile infrastructure, the project intends to correct geographic inequalities, combat youth idleness, preserve Ivorian cultural heritage (traditional games) and stimulate local economies. Aligned with Vision Excellence Côte d'Ivoire, NDP 2026-2030 and the future national leisure policy.

💰 Business Model

Sources de revenus
Ticketing (parks and attractions entries). Sports spaces and supervised activities. Digital leisure spaces (video games, VR). Room and event space rental. Catering and retail in each center. Vocational training (training fees). Partnerships with local tourism operators and travel agencies. Advertising and corporate sponsorship.
Structure des coûts
Estimated cost per center: 2 to 3 billion FCFA. Total estimated cost: 24 to 36 billion FCFA (median value retained: 30 billion FCFA). Mixed financing: State budget + PPP + International partners (World Bank, AfDB) + Private investment + Bilateral cooperation. Management entrusted to private operators under supervision of the Ministry of Tourism and Leisure. Regulatory framework and monitoring-evaluation mechanism to be established.
