Development, safety and tourism enhancement of 15 priority beaches along 150 km of Ivorian coastline, under the national "Beautiful Beaches for All" programme and the "Sublime Côte d'Ivoire" strategy. Total budget of 210 billion FCFA over 48 months, structured as a PPP with mixed financing: public (25%), development partners (35%), private (30%) and climate funds (10%).

📋 Description du projet

The "Beautiful Beaches for All" programme is part of the national "Sublime Côte d'Ivoire" strategy targeting 5 million tourists and a 7-8% GDP contribution from tourism.

The project covers 15 priority beaches (avg. 10 km each, total 150 km) across 6 components:

🏖️ C1 — WATERFRONT DEVELOPMENT & ACCESSIBILITY (85 billion FCFA — 40.5%)
Roads, parking, pedestrian paths, sanitary facilities, urban furniture, signage, disability access, water/electricity/sewage networks, landscaping.

🚨 C2 — SAFETY & RISK MANAGEMENT (22 billion FCFA — 10.5%)
Rescue stations, lifeguard equipment, swimming zone signage, video surveillance, safety lighting, lifeguard training, mobile interventions.

🌊 C3 — COASTAL RESILIENCE & ENVIRONMENT (38 billion FCFA — 18.1%)
Hydrological studies, anti-erosion protection, dune restoration, drainage, waste management, water quality monitoring, climate adaptation reserve. Aligned with WACA regional programme.

🍽️ C4 — TOURISM & ECONOMIC ENHANCEMENT (32 billion FCFA — 15.2%)
Dining areas, craft villages, beach leisure and water sports, destination branding, events, Smart Beach digital services, resort co-investment.

👥 C5 — SOCIAL INCLUSION & LOCAL ENTREPRENEURSHIP (8 billion FCFA — 3.8%)
Training, SME support, youth and women employment, local value chains, start-up fund.

⚙️ C6 — GOVERNANCE, RESEARCH & SUPERVISION (25 billion FCFA — 11.9%)
Studies, PPP engineering, project management unit, monitoring systems, supervision, contingency reserves.

Average cost: 14 billion FCFA/beach — 1.4 billion FCFA/km
Pilot sites: Azuretti and Mondoukou.

Position Côte d'Ivoire as the reference beach destination in West Africa.
