This project aims to develop and promote tourism on the waters of the Greater Abidjan Lagoon. It identifies and prioritizes depollution works, infrastructure and navigation equipment. The project is organized around three hubs: central hub (Cocody, Plateau, Treichville), western hub (Yopougon, Blakey Island, Jacqueville) and eastern hub (Marcory, Koumassi, Bingerville). It is structured in 3 phases over 60 months. Phase 1 (months 1-18): water safety, marking, dredging, pilot stations and PPP framework. Phase 2 (months 19-36): route expansion, terminals, additional fleets and premium services. Phase 3 (months 37-60): full metropolitan integration and consolidation of tourism and economic hubs.
