Boulay Island Tourism Development Project

Creation of a premium 802-hectare island destination at Boulay Island, 10 km west of Abidjan port, integrating 3, 4 and 5-star hotels, wellness hotel, 50 luxury villas, shopping center, marina and lagoon experiences, under a PPP framework targeting 5,000 direct, indirect and joint jobs.

The Boulay Island tourism development project aims to create a premium island destination near Abidjan on 802 hectares of reserved tourist land, located northwest of the island between the two waterways of Ebrie Lagoon. Main components: (1) Clearance of traditional rights on 802 ha; (2) Tourist development and VRD (roads, green spaces, public gardens); (3) 5-star hotel 200 rooms; (4) 4-star hotel 150 rooms; (5) 3-star hotel 100 rooms; (6) Wellness/rehabilitation hotel (Abidjan Medical City); (7) 50 luxury villas; (8) Shopping center and marina; (9) Destination promotion and marketing. Duration: 5 years by phases. Expected impact: 5,000 direct, indirect and joint jobs.

Multi-asset PPP with phased implementation: early investment, infrastructure, hotel accommodation and marketing. Operating models: joint investment or franchise for hotel-villa-resort segment, cooperation with leisure/events/river transport operators, infrastructure financing and destination equipment. Technical support for tourism, urban planning, regional marketing and ESG strategy.
