Jacqueville Smart City Development Project

Development of a 50-hectare smart biocity in Jacqueville integrating premium accommodation, hospitality, retail, leisure, solar energy and ICT infrastructure, under a PPP framework aiming to create 1,000 direct jobs and establish Jacqueville as a leading tourist destination in Côte d'Ivoire.

As part of the national strategy "Excellence in Côte d'Ivoire" targeting 5 million international tourists by 2025, this project aims to create the country's first smart tourist city on a secured 50-hectare site in Jacqueville. The project includes: 100 premium villas, a 4-star hotel with 150 rooms, a 2-star hotel with 100 rooms, a 3-hectare shopping center, 10 food stands (1 hectare), a 10-hectare mini water park, a 3 MWh solar plant on 3 hectares, and smart roads and municipal infrastructure. Implementation spans 5 years, with an expected impact of 1,000 direct jobs and regional economic revitalization.

PPP model: the State of Côte d'Ivoire provides rehabilitated land and administrative support; private and international partners handle financing, construction, technical management and marketing. A dedicated SPV will be created, coordinated by a multi-sectoral committee. The project is structured in independent modules allowing targeted sectoral participation: real estate, hospitality, leisure, energy, retail and project structuring.
